Writes the National Defense Authorization Act (NDAA) — the annual policy bill that authorizes DoD programs and sets policy direction. Distinct from appropriations: HASC writes authorization (what may be spent on what); Appropriations writes the actual checks. Both happen each year.
Why lobbyists care
HASC authorizes the existence of every weapons program before it can be funded. Killing a program here (e.g., constraining a procurement quantity, restricting export approvals) is a different lobbying tool from cutting funding in Approps. Companies lobby both committees in parallel.
